|DAS named a finalist for NASCIO 2012 Recognition Awards|
|The Discovery Automation System (DAS) has been name an award finalist by the Awards Committee of the National Association of State Chief Information Officers (NASCIO) 2012 State Recognition Awards. This prestigious awards program highlights outstanding state initiatives for leadership, innovation, and collaboration.|
NASCIO's Recognition Awards are given annually to states that have implemented exceptional programs which have made an important contribution to the operation of state government. This year, NASCIO received over 120 nominations. The N.C. Administrative Office of the Courts' DAS was among 30 finalists across 10 categories for outstanding achievement in the field of Information Technology. DAS was one of three finalists in the Government to Business category.
The Discovery Automation System gives District Attorneys the ability to prove exactly what, when, and to whom discovery was released. DAs can release discovery to specific defense attorneys, as well as recall it if necessary. The system records what, when, and to whom discovery is released, as well as each time the defense attorney downloads the discovery.
The Criminal Discovery – Law Enforcement Upload component allows law enforcement agencies to securely upload electronic discovery documents to DAS in DAs' offices statewide. The documents are uploaded into DAS in real time and are available to the DAs immediately.
The Criminal Discovery – Defense Attorney Download component allows DAs to electronically release discovery to specific defense attorneys. DAs can also recall discovery and track the release of discovery. Defense attorneys are provided with secure access to view and download all discovery documents released to them.
Both components were made available statewide by December 2011.
This project has greatly increased the efficiency of all three stakeholders groups – DAs, law enforcement, and defense attorneys – thus saving them time and effort performing paper processes, eliminating travel for delivery and pickup of documents, and saving costly storage space for paper files. With immediate electronic delivery of documents, both DAs and defense attorneys can take action on cases more quickly. The time saved allows officers to be back on the job faster so they can focus on public safety.
The Criminal Discovery project aligns with NCAOC's eCourts vision of paperless courts by using information technology and expanding web-based services to provide greater and more convenient access to court information while sharing information to eliminate redundant data entry and paper. This project also saves costly storage space for paper files.
In 2007, NCAOC's eCITATION won the NASCIO Recognition Award in the Digital Government – Government to Government category. Using wireless connections, eCITATION allows officers to create citations and schedule court dates electronically from the patrol car. A portable printer produces a copy of the ecitation for the defendant. After issuance of the ecitation, the officer transmits the data directly to the NCAOC, where it can be immediately accessed by court users statewide. The statewide system was custom-developed as a joint venture by the NCAOC and the North Carolina State Highway Patrol.
