THANK YOU, MAJOR ISLEY, SECRETARY MOORE, DEPUTY SECRETARY KELLY, COLONEL HOUSTON, LT. STEVENS, OFFICERS AND MEMBERS OF THE NORTH CAROLINA STATE HIGHWAY PATROL, CADETS, PARENTS, FAMILIES AND FRIENDS:

I AM ADVISED THAT 524 APPLICANTS WERE SCREENED FOR THESE POSITIONS, 57 CADETS BEGAN, AND 42 ARE GRADUATING TODAY. YOU ARE 1 OF 11 - YOU ARE SPECIAL! AFTER 27 WEEKS OF TRAINING YOU ARE NOW READY TO GO TO WORK.

THIS CLASS IS DIVERSE. YOU ARE URBAN AND RURAL, TALL AND SHORT, MARRIED AND UNMARRIED, MALE AND FEMALE, BLACK AND WHITE AND NATIVE AMERICAN. YOU HAVE TRAINED TOGETHER, AND WITH THE HELP OF YOUR TRAINERS, YOU HAVE COME TO THIS DAY, AND I AM HAPPY TO BE A PART OF THIS CEREMONY!

IN A MOMENT YOU WILL TAKE THE OATH TO FAITHFULLY PERFORM YOUR DUTIES AS A TROOPER OF THE NORTH CAROLINA HIGHWAY PATROL. YOU WILL THEN RECEIVE A CERTIFICATE SIGNIFYING YOUR AUTHORITY TO ASSIST IN THE ENFORCEMENT OF THE LAWS GOVERNING THE HIGHWAYS OF THIS STATE. YOU WILL HAVE GREAT AUTHORITY - USE IT WISELY.

THE SUPREME COURT OF NORTH CAROLINA INTERPRETS THE LAWS OF THIS STATE. WE WRITE OPINIONS WHICH SAY WHAT THE LAW IS, BUT IT IS YOU, THE HIGHWAY PATROL, THE POLICEMEN, THE SHERIFF’S DEPUTIES, WHO CARRY OUT THOSE LAWS ON A DAILY BASIS. TO MANY PEOPLE, YOU ARE THE LAW.

I CHALLENGE YOU TO DO YOUR JOB WELL - ENFORCE THE LAW, BUT REMEMBER THAT YOU ARE NOT ABOVE THE LAW. LET IT BE SAID OF YOU: THERE GOES A TROOPER WHO IS A CREDIT TO THE NORTH CAROLINA HIGHWAY PATROL, A CREDIT TO THE STATE OF NORTH CAROLINA, AND, MOST OF ALL, A CREDIT TO THE HUMAN RACE.
