Clerk of Court staff use the North Carolina Support Enforcement System (SES) to monitor the financial activity of non IV-D child support cases. SES stores information on the case, payee, payor, additional participants, the order for support and its enforcement.
SES automatically generates a log of events for the case, which can be expanded at the clerk's discretion. SES also creates a transaction list, including an entry for each payment that comes due, each payment received and disbursed, and each adjustment made. This detailed financial activity provides data for enforcement of the order.
Payments are processed via the North Carolina Centralized Collection Operation (CCO). The receipt and disbursement transactions are electronically transmitted nightly from the Department of Health and Human Services' (DHHS) Automated Collection and Tracking System (ACTS) to SES. These transactions are then posted in SES to update financial records at the case level.
For delinquent payors, SES generates Notices of Delinquency and Orders to Appear and Show Cause. In addition, Orders for Arrest can be requested and printed. Special reports are produced for criminal cases and out-of-state cases that may require enforcement action.
When delinquent payors have been served with an Order to Appear and Show Cause, the case can be calendared. Court Calendars and Notices of Hearing are produced when the case is calendared.
SES has three levels of security and each level can perform different functions.
- Inquiry can access information screens and display reports.
- Bookkeeping can do inquiry functions, add and update cases, enforce and calendar cases, and print reports.
- Supervisor can do inquiry and bookkeeping functions, delete and reactivate cases.
AOC Court Services Division's (CSD) security team administers and controls access to SES.
