Born October 11, 1946, in Norfolk, Virginia to Robert K. and Minnie Sue Orr. Grew up in Hendersonville, North Carolina and graduated from Hendersonville High School in 1964. Received his undergraduate degree from UNC-Chapel Hill and served in the U.S. Army from 1968 - 1971. Graduated from the UNC-Chapel Hill School of Law in 1975 and entered the practice of law in Asheville, North Carolina that fall.

From 1981 - 1982, served as the District Administrative Assistant to Congressman William M. Hendon.

Appointed to the N.C. Alcoholic Beverage Control Commission in 1985 by Governor James G. Martin.

In 1986, left the law firm of Shuford, Best, Rowe   Brondyke upon his appointment to the N.C. Court of Appeals by Governor James G. Martin. In 1988, was elected to the Court of Appeals and re-elected in 1992. On November 8, 1994 was elected to an eight-year term on the North Carolina Supreme Court.

Member of the N.C. Bar Association and serving as a vice-president in 1991-92. Currently a member of the Race Relations Committee. Also a member of the 28th Judicial District Bar and a member of the Judicial Selection Committee of the North Carolina Judicial Conference.

Was appointed to a four-year term on the National Park System Advisory Board by Secretary of the Interior Manuel J. Lujan, Jr. and served as Chairman from 1992 - 1993. Appointment was extended for six months by Secretary of the Interior Bruce Babbitt.

Has served on the Board of Visitors for North Carolina Central University School of Law since 1993 and is also an adjunct professor of law there where he teaches Appellate Advocacy and State Constitutional law. Currently serves as Conference Chair for the Southeast Regional Judicial Conference on Genetics in the Courtroom scheduled for September 2000. Also serves as the Chief Justice's designee to the Governor's Crime Commission.

Is a voting resident of Pensacola Township in Yancey County. Attends St. Michael's Episcopal Church in Raleigh.

Married to Louise Wilson Orr. Is the father of four children - Kelly, Robby, Alex, and Louise.
