The Honorable Charles W. Wilkinson, Jr. has been a District Court Judge in the 9th Judicial District since 1976. In 1994 he became Chief District Court Judge. He holds a J.D. degree from the University of North Carolina, A.A. degree from Campbell and a B.S. degree from East Carolina. Judge Wilkinson worked with the Attorney General's Office for a year, practiced law in Oxford for 8 years and is certified as a Juvenile Judge. He is a member of N. C. District Court Judges Association, the Chief District Court Judges Association and a member of Oxford Baptist Church. He was married to Emily Dolores Harris in 1963 and has 2 children and 1 grandchild.
The Honorable H. Weldon Lloyd, Jr., resident of Vance County, became a District Court Judge in December of 1988 in the 9th Judicial District. He attended N. C. Wesleyan College, East Carolina University and University of N. C. in Chapel Hill. He began practicing law in 1979 until becoming a District Court Judge. Memberships include: N. C. District Court Judges Association, N. C. State Bar Association, N. C. Bar Association, N. C. Academy of Trial Lawyers, American Bar Association, Vance County Bar Association, 9th Judicial District Bar Association, Phi Delti Phi Legal Fraternity and N. C. Judges Association. Judge Lloyd is a lifelong member of Union Chapel Methodist Church in Henderson. His wife, Janet Kelly Lloyd, is a Vance County School teacher.
The Honorable Daniel F. Finch was born in Oxford, N. C. He attended Mars Hill College, graduated from the University of North Carolina in Chapel Hill, N. C. in 1970 (B.A.) and Mercer University in 1973 (J.D.). He was in private law practice in October of 1973 to 1995. He was the attorney for Granville County Board of Education from 1974 to 1995, City Attorney for Oxford, N. C. from 1975 until 1995. He is a member of the North Carolina Bar Association. He attended the National Judicial College, University of Nevada at Reno in the summer of 1997. From 1995 until present he has been a District Court Judge in the Ninth Judicial District.
The Honorable J. Henry Banks was born in New Bern, North Carolina, where he attended Public School. He is a graduate of North Carolina Central University, undergraduate and School of Law. He served in the United States Army and was Honorably Discharged as a first Lieutenant. He was engaged in the private practice of law in Henderson, N. C. from 1973 until 1996. He also served on the Henderson City Council from 1983 until 1996, which included 1993 until 1996 as Mayor Pro-Tempe. In April 1996 he was appointed by the Honorable Governor James B. Hunt as a District Court Judge for the Ninth Judicial District.
The Honorable John W. Davis was born and raised in Louisburg, N.C. He became a District Court Judge in December of 2004. He graduated from Louisburg High School in 1987, the University of North Carolina at Chapel Hill in 1991 with a degree in Business Administration and the Wake Forest University School of Law with a Juris Doctor in 1994. He practiced law with the firm of Davis, Sturges & Tomlinson in Louisburg from 1994 until 2004 and served as Board Attorney for the Franklin County Board of Education for five years. He is a member of Louisburg United Methodist Church, Phi Beta Kappa, Beta Gamma Sigma, the Louisburg Fire Department and the North Carolina District Court Judges Association. He lives in Louisburg with his two children.
The Honorable Randolph Baskerville is a Vance County native. He holds a Bachelor's degree from Fayetteville State University, a Master's degree from NCA&T State University and a Juris Doctorate Degree from The School of Law at North Carolina Central University. He was appointed by the Honorable Governor Michael F. Easley to the District Court bench in December 2005. He is a member of the North Carolina Bar Association, the North Carolina Association of Trial Lawyers and the Vance County Bar Association. He has practiced law in Vance County for more than twenty years. Prior to private practice, he served as an Assistant District Attorney in the Ninth Judicial District for six years.
