Since it's inception in January 2000, The Worthless Check Program has collected over $1,500,000 in restitution for merchants of New Hanover & Pender County.
The 1999 session of the North Carolina General Assembly authorized a Bad Check Program (now Worthless Check Program) in Pender County and New Hanover County. The purpose of this legislation is to collect worthless checks in a more timely manner, to alleviate the need to prosecute each worthless check case, and to provide an opportunity for the check passer to avoid criminal prosecution. A check passer who has not paid the merchant is given the opportunity to participate in this program by the District Attorney's Office by paying in full the reimbursement to the merchant and a fee of sixty dollars ($60.00). The money is collected by the clerk's office and the restitution is sent directly to the Merchant by mail.
